City of Albuquerque Retires Legacy FileNet IS (Optical) and Migrates 28M Pages to OnBase
When the City of Albuquerque decided to retire its FileNet Image Services system—originally deployed in 1996—they weren’t just replacing software.
They were dealing with:
- 28 million pages of critical records
- Data stored across aging optical platters
- Legacy integrations tied to core systems like PeopleSoft and Cognos
- Increasing cost and risk of maintaining outdated infrastructure
They needed a modern ECM platform—but more importantly, they needed to preserve and transform decades of data to support future operations.
Working alongside Records & Data Management (RDM), 4matix led the data migration and conversion effort as part of a broader ECM replacement initiative to Hyland OnBase.

- Transformation of FileNet IS content and metadata into OnBase-ready structures
